Circular economy revenue is money a manufacturer earns after the first sale: resale, refurbishment, repair services, parts recovery. Most manufacturers earn none of it today, not because the demand is missing, but because they lose sight of the product the moment it ships. The Digital Product Passport fixes exactly that blind spot, which is why the smartest companies treat the ESPR mandate as subsidized infrastructure for a second revenue stream. The gap the EU keeps measuring

According to Eurostat, the EU's circular material use rate has been stuck around 11 to 12 percent for years. In textiles, the Ellen MacArthur Foundation's widely cited finding, referenced by the Commission's own textiles strategy, is that less than 1 percent of material flows back into new clothing. The EU's answer is regulatory: the Circular Economy Action Plan, the ESPR (Regulation (EU) 2024/1781) with its passport requirement, and since 19 July 2026 a ban on large companies destroying unsold apparel.

Regulation creates the pressure. It does not create the business. The business comes from a simple observation: products with documented histories are worth more, in every secondary market, than products without.

Why circular revenue fails without unit-level data

Try running a refurbishment program with model-level data. A jacket comes back. Which year's production? Repaired before? What is its material composition, given the recipe changed twice? Without unit identity, every returned item needs manual inspection, and the inspection cost eats the margin. This is the specific problem passports at item level solve. A passport per unit records:

  • Exact production data: batch, materials, date, facility
  • Service history: repairs, part replacements, refurbishments on this unit
  • Ownership transitions: first sale, trade-in, resale

With that record, a returned product is not a mystery object. It is gradeable in seconds, priceable by algorithm, and resellable with a provenance story printed on its passport.

Four models, with the math

1. Brand-owned resale

A textile brand producing 100,000 units per year sees roughly 20 percent come back through returns and take-back over time. At a net margin of 20 euros per refurbished unit, 20,000 units per year yield 400,000 euros in new annual revenue. The passport contribution: automatic grading from unit history, and a provenance page that justifies second-hand pricing.

2. Spare parts and repair

The scan is the shop entrance. A customer with a broken zipper or worn battery scans the product and sees the exact compatible part, because the passport knows the configuration. For electronics, aftermarket parts typically carry 30 to 40 percent gross margins, and repair demand is rising under the Right to Repair Directive (Directive (EU) 2024/1799). 3. Trade-in programs

Trade-in dies on valuation uncertainty. With a unit passport, the offer can be automated: the brand knows the model, age, and service history before the customer ships anything. Higher take-up, less fraud, predictable refurbishment feedstock.

4. Materials recovery

Recyclers pay more for sorted, documented feedstock. A passport carrying composition data turns end-of-life products from mixed waste into specified material. For the unsold goods hit by the destruction ban, this is the compliant exit route that recovers value instead of writing it off.

The sequence that works

Manufacturers who get circular revenue running follow a pattern. First, compliance: passports live for the catalog, out of the same product data they already keep in their PIM, as described in creating a DPP from PIM data. Second, item-level identity for the product lines with resale potential. Third, one circular model as a pilot, usually spare parts or take-back, because both start generating data on day one. The rollout across models follows the data, not the other way around.
